Pulse Width / Gap and Ratio

I ended up with a 5000 pulse/kwh setting and pulse width of 30ms
That has worked fine for me until now.
I have an electric vehicle and also get free power between 11:00-14:00 so can consume over 25kwh
im not 100% sure how to work out the max kWh based on the pulse rate, pulse width and the pulse gap
Based on a pulse rate of 5000
pulse width of 30ms
I get a max of 12kwh? using a formula I created with data below
but its more like I get to about 20kwh before my readings start playing up (guessing im getting overlap) and its reads as no power.
I have set the pulse width to 20ms so I should get a little more before I get overlap and the formula gets it to 18kwh...
also not sure how the pulse gap and duty cycle fits into this?
I will drop my pulse rate of 5000 down if I have to but trying to work out my formula and make sure its correct and how I can somehow get 20kwh from what I have worked out to be 12kwh.

"1 pulse per Wh (1000imp/kWh) => @30ms (50% duty cycle, so also gap at least 30ms - the "window" in which the next pulse may occur) you can detect 1/.06 = 16,67 Wh/sec equiv to 60 kWh (which should be sufficient ;-)) - with 150ms it would be "just" 1/.3 = 3,3 Wh/sec equiv to 12 kWh (which still should be sufficient); calculate for your actual pulses per unit - so with 150 ms you should be more than fine :-)"
